Agency Independence Certificate / Independent Proof Loop

The problem

When the party that measures also performs the remediation, the measurement carries an incentive a stranger can name in one sentence. The loop only closes when the rebuild is done by someone who did not take the reading.

What the reading shows

  • A sealed baseline reading taken before any remediation.
  • That the rebuild was performed outside the measuring party.
  • A sealed re-measurement against the original baseline.

What it does not establish

  • A causal claim that the rebuild produced the change, absent a disclosed causal methodology.
  • That independence in this engagement establishes independence elsewhere.

The twelve are doors into one nine-module instrument, not twelve separate products. Every engagement begins with the sealed M01 baseline; the modules enter only where the defined question requires them.

M02, M03, M04 and M09 consume M01. M05-M08 require M03. M03 requires M02. M02 requires M01.

This is the only door that carries the Independent Proof Loop. The loop holds only when every Model B condition is met: the party that takes the reading does not perform, direct, or profit from the rebuild, and the re-measurement is taken against the original sealed baseline.
